A separate date element in these records also replicates the date info in the title. Could consider remediating legacy date values to current (EDTF) standards. All of the other fields are boiler-plated. The current item-level navigation as a digital collection of over 700 records could be maintained, or we could consider overhauling navigation and presenting the content as a digital serial more along the lines of Daily Progress or WSLS.

Should explore whether the effort required to encode in TEI is justified based on user needs, and examine potential alternative solutions for full-text search. Level of effort for TEI encoding is an unknown based on lack of experience with comparable projects.
