The goal is to put more recent BOV minutes in XTF and have them appear and function like the older (TEI) ones. (Example search here)

Starting with one example (attached to https://jira.lib.virginia.edu/browse/DCP-66) determine whether a basic conversion (like the "oxgarage" conversion) to TEI is sufficient to have them display in XTF.

If so, develop a scalable workflow where new files can be added easily.
