For this first pass, only implement image content from the tracking system.  Major features include:

• building the view
• generating/exposing the iiif manifest
• implementing oEmbed
• supporting as-needed authentication
• supporting authorization (for unpublished materials)

These could be broken into sub-tasks if it's easier to work through smaller pieces.
